The purpose of website filing is to regulate Internet information service activities and promote the healthy and orderly development of Internet information services. According to the regulations of the State Council，the state implements a licensing system for commercial Internet information services, and a record-keeping system for non-commercial Internet information services. Those who have not obtained the license or have not fulfilled the filing procedures shall not engage in Internet information services, otherwise it is an illegal act.
Before submitting the website application for filing to the Communications Administration Bureau，basic telecommunications enterprises and access service providers shall verify the identity information of the sponsor and keep copies of valid certificates. Besides, basic telecommunications enterprises and access service providers shall review the main body information, contact information and access information of the website, and submit the verification certificate of authenticity of the website record information to the website record communication administration bureau where the website is registered. The local communications administration bureaus will review the authenticity of the information on the website based on the materials and certificates provided, and severely deal with those who have found that they have not performed face-to-face verification or provided false information. For websites that have been accessed, basic telecommunications companies and access service providers must verify the authenticity of information recorded on all accessed websites within a specified time.
The registered website has certain credibility and legitimacy.
The registered website can be placed on the mainland, which is a symbol of a formal website.
Filing is conducive to enhancing the credibility of the website's brand and enhancing user confidence.
Sites that are not registered can only be hosted in Hong Kong, the United States and other overseas regions, and the access will be very slow.
Domestic websites must be filed, otherwise cannot run online.
The domain name registration service system, registration database and corresponding domain name resolution system should be set up in China.
The applicant shall be a legal person established by law.Legal persons,major investors and managerial personnel shall have good credit records.
The applicant shall have the appropriate venue,financial resources,and professional personnel to perform domain name registration services and an information management system that meets the requirements of the Communications Authority.
The applicant should have the ability to verify the real identity information and protect the user's personal information,provide long-term service and have a sound service withdrawal mechanism.
The applicant should have a sound domain name registration service management system and a supervision mechanism for domain name registration agents.
The applicant shall have the sound network and information security guarantee measures,including management personnel,network and information security management systems,emergency response plans and related technologies and management measures,etc.;
Other requirements stipulated by laws and administrative rules and regulations.
The ICP filing registration form shall be completely filled in and sealed.（I. The email and mobile phone number of legal person and IT person in charge shall be filled in this form.）
The contents of the letter of authorization shall contain "the name，the ID number and the position of the IT responsible person and the domain name for this filing".
The verification form of the authenticity of the information on the website registration shall be signed and stamped by the person in charge of IT(Please stamp at the signature place.)
Sealed Information Security Responsibility Letter.
Color scanned copies of the ID card of the legal person and the IT person in charge and business license should be provided (unstamped). In addition, the three documents can be marked with watermark "only for this record". The document must be a scanned copy.
The IP filing review form needs to indicate the domain name corresponding to the new IP address and stamp it (if there is no domain name, just fill in the IP address).
The "Shanghai Internet Information Service Filing Commitment Letter" needs to be signed and stamped. The part in bold black font must be copied manually.
Domain Name Certificate.
The audit period is about 20~25 working days (starting from the date of material submission)
If there is a domain name, a domain name certificate is required.
